We want our communities to be a safe place to live. If problems do occur, we will take anti-social behaviour (ASB) seriously. We will work with you, the police, councils and other organisations to help. It’s not always clear what is and isn’t anti-social behaviour though.
Read the list below to see what we treat as ASB and how we can support you.

ASB offences come under the following areas:
noise: persistent noises such as loud music playing on a regular basis. You need to report this to us and we will ask you to provide evidence of the incidents
threats of abuse and violence: this must also to be reported to the police
verbal abuse, harassment and intimidation: this must also be reported to the police
drunk and disorderly behaviour: recurring behaviour in your neighbourhood affecting your ability to live in your home
dangerous dogs: where you have reason to believe a dangerous pet is being kept. This must also be reported to the police
domestic abuse: we ask that you report this to us and the police
criminal behaviour: this includes: arson, assault, drug dealing, gun or knife crime, sexual offences. We ask that you report this to the Police in the first instance.
hate crime: this must also be reported to the police. This is a crime that the victim or any other person perceives to be motivated by hostility or prejudice towards any aspect of a person’s identity. Hate crime can relate to disability, gender identity, race, ethnicity or nationality, religion, faith or belief and sexual orientation. We support people affected by any form of hate crime and police forces in England track hate crime.
The Noise App
If you are experiencing noise disturbance you can send information to us through The Noise App. Android and iPhone users are able to forward noise disturbance recordings directly from mobile phones. The App is easy to download and free from the app stores. Click for information on how to use The Noise App.
First, try talking to the person concerned as they may not even be aware they are upsetting you.
If you do think that there is a chance you can resolve the problem yourself, remember to:
be friendly and calm and ask for their point of view
listen to what they have to say
if you're unable to reach an agreement, it is best to walk away from the situation and try not to lose your temper

Where we have identified ASB, we will:
work with you to create an action plan and let you know what we can do
take action, using methods like tenancy enforcement or court action
use expertise from other agencies, this includes the police, councils and support groups

we realise that ASB doesn’t just happen Monday to Friday and during daylight hours. You can contact us anytime either by using our easy to use ASB online report here or call our out of hours service on 0300 123 456.
When we receive your report, we will make contact with you to discuss next steps. We will do this as fast as possible, but our timescale guidelines are as follows:
one working day for high-risk cases
five working days for everything else.
writing down the dates and times that problems happen
letting us know how it has affected you and made you feel
compiling a list of any other witnesses.
Wherever possible, we try to sort out disputes as fast as possible. In more serious cases, we may need to take legal action. This option is a last resort and to do this the court would need good supporting evidence. See how our ASB diary can help you record details here.
We recognise that neighbours may not always get along and live different lifestyles. When it is appropriate to do so, we want to help you to resolve this kind of disagreement or dispute by yourself.
Please inform us about these incidents. They are not usually urgent and we will investigate as a possible breach of tenancy. They are:
abandoned cars - if it is on our land we can arrange to remove the vehicle. This is the case if damaged or likely to be a danger to the community. If it is on neighbouring land we will work with the landowner for safe removal
Children playing – we allow children to play in communal areas. Parents are expected to ensure their children play in an appropriate manner. If children are at risk or are being a nuisance, we expect for you to speak with the parents first of all to resolve this
fly-tipping - if this is on our land we will arrange to remove this. Where it falls on a neighbouring property we will work with the landowner for safe removal
obstructive parking - this can be a sensitive issue, where there is a regular problem on our land please inform us of the situation. We will not be able to arrange immediate access
repairing vehicles - regular repairs are not permitted on our land. We will investigate concerns reported about this as they may be managing a business from our property
speeding or dangerous vehicles - where this is a regular occurrence, we will investigate this. We would also tell the police.
Neighbours may have different values or opinions and sometimes this can cause issues. We need to remember though, we all have a right to live our lives happily. Being a good neighbour is sometimes about give and take.
Step one: try talking
Most people do not realise they are causing a problem and are reasonable if approached in person. Try talking to the person/people responsible for whatever is causing you a problem. If your neighbour is unreasonable though, leave the discussion.
Step two: mediation
If after listening to each other’s views, you’re unable to reach an agreement, mediation might help. This is an informal and confidential service which helps neighbours to reach an agreement. Mediators are experienced in dealing with disputes including noise, boundaries, parking and waste.
They can help you and your neighbour to understand each other’s point of view and reach a solution by:
setting ground rules for discussions
making sure the views of both sides are heard
suggesting ways forward.
Everyone involved is spoken to separately first of all. Later a meeting is arranged with all parties. Meetings work best face-to-face. If you’re worried about meeting your neighbour, you can take someone with you, or a mediator can act as a go-between. A neutral venue can be arranged for the meeting so that both parties can feel comfortable when they meet up.
Agreements that are made can be verbal or written down. Although, not legally-binding, parties are likely to stick to this type of arrangement.
